Meet Phil
Phil Ortiz is your current City Councilmember, small business owner, community advocate and candidate for City Council District 4.
Phil is an East County Native, received a B.A. at San Diego State University, and a M.A at Ashford University.
While at SDSU, he excelled in leadership in many areas, most notably being one of the founding members of Fraternity Men Against Negative Environments and Rape Situations (FratMANers ).
He is a small business owner, who helps home owners reduce their electric bill and be good stewards of the environment.
He volunteers as a current board member for the East County Chamber of Commerce. He is also a volunteer on the San Diego River Park Foundations “Forrester Creek Committee” which provides important input on the expansion of recreational opportunities for the City of El Cajon.
In addition to his efforts to enhance the quality of life for El Cajon citizens, Phil has also served as a Planning Commissioner for the City of El Cajon where he was instrumental in preserving private property rights and maintaining neighborhood character.
As a Home Pastor for Foothills Christian Church in El Cajon, Phil has had the opportunity to help lift our community through youth empowerment, homeless outreach and being an encouraging voice to all in need.
What Phil is most proud of is his wife Rachel, his son Wesley and his daughter Jolene.
